Either increase your primary culture population (I think 4000 pops for each focus point AKA you will probably get another one by growth only once in a game, maybe twice if you are Italy). Or you research culture tech (Second one to the left from the right, the column with Nationalism).

National focus is used in a single state to give a percentage modifier to promotion. That means, that e.g. encouraging soldiers without spending on soldiers wages will get you nowhere. National focuses do only support a promotion tendency, it cannot create it itself.
